Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from various governments. Immense energy is devoted on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: possibly the approaching threat won't hit its mark this time, protecting urban areas from ruin and another blackout.
Ongoing Risks
Following this, a large-caliber weapon fired at a drone close by, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that European nations are demonstrably unable to replace in the short term.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, no doubt, persist.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a assumption familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the near future.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a total frontline collapse until conditions improve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
